David P. Sanders

David P. Sanders is a partner in Cassidy Levy Kent’s Washington, DC office. With over 35years of experience handling customs and international trade matters, he counsels and represents U.S. importers regarding legal requirements and regulatory issues administered by U.S. Customs and Border Protection (CBP) and Homeland Security Investigations, including tariff classification, country of origin, valuation, penalties, special program qualification, IP protection, and other agency compliance, including the U.S. Food and Drug Administration (FDA), the U.S. Federal Communications Commission (FCC), and the U.S. Department of Agriculture (USDA), among others. He represents clients before CBP in a wide range of proceedings from ruling requests and appeals of agency actions, to audits, focused assessments, NAFTA/USMCA verifications, prior disclosures, investigations, detentions, seizures and civil and criminal penalty cases. He assists clients in developing, implementing and documenting import and export compliance programs adapted to their specific international business operations. Mr. Sanders also represents clients before the Bureau of Industry and Security (BIS) and the United States Trade Representative (USTR), in Section 232 and Section 301 exclusion proceedings and before the U.S. Department of Commerce in AD/CVD scope matters.

Mr. Sanders represents clients in litigation before the U.S. Court of International Trade, the U.S. Court of Appeals for the Federal Circuit and other Federal courts.  In addition, he assists clients in developing, implementing and documenting import and export compliance programs adapted to their international business operations.

Government Service

Before entering private practice, Mr. Sanders served as an Attorney with U.S. Customs Service Headquarters, Office of Regulations and Rulings, Tariff Classification and Valuation Branches.
