Catherine Cartsos is a Senior International Trade Advisor in Cassidy Levy Kent’s Washington D.C. office. Ms. Cartsos applies her vast experience in antidumping duty proceedings to assist the firm’s attorneys and clients in trade remedy actions before the U.S. Department of Commerce and the U.S. International Trade Commission.
Ms. Cartsos’ primary focus is on the complex analysis of economic data in antidumping and countervailing duty proceedings. Between her government service and private sector work she has been involved in a wide variety of trade proceedings, including agency investigations and administrative reviews, sunset and changed circumstances reviews, appeals to and remand proceedings from the U.S. International Court of International Trade, suspension agreements, scope rulings, and safeguard proceedings. In her career, Ms. Cartsos has participated in cases spanning industries including steel, agriculture, aquaculture, chemicals, and antifriction bearings, in both market and non-market economy settings.
Government Service
Before joining Cassidy Levy Kent Ms. Cartsos served for 16 years as a senior international trade compliance analyst in the Enforcement and Compliance unit of the U.S. Department of Commerce. In that capacity she was part of a team that received the Department’s Organizational Gold Medal Award for Personal and Professional Excellence for work on antidumping duty steel investigations. Prior to Commerce, Ms. Cartsos had practiced corporate law at a firm in Athens, Greece.
